The position of the EEC will help to remove disagreements with customs on vessels in the international register.
The Fishery Shipowners Association (FSA) requested from the Eurasian Economic Commission (EEC) a position on the application of exemptions for the payment of import customs duties and taxes for cases of modernization and overhaul outside the EAEU of vessels registered in the Russian International Register. This will serve as a basis for clarifying the positions of the customs authorities.
For the fishing industry, we are talking about transport refrigerators. In our opinion, the benefits for them are determined both by the EAEU Customs Code and by the Russian tax code and the Merchant Shipping Code. Since customs regulation is at the supranational level, we turned to the EEC.
The FSA notes that there are all opportunities to repair vessels in Russia, but for this, domestic ship repair needs to be supported in order to build new facilities. As, for example, NOREBO does it in the Kamchatka Territory (Russia).
“As an incentive for the development of the ship repair industry, the Ministry of Industry and Trade has already proposed the zeroing of VAT and measures of state support for increasing capacities,” reminds Aleksey Osintsev, President of the FSA.
