The contribution of the fishing industry to the development of the Far East was discussed at the EEF

According to the data cited by the head of the Federal Agency for Fisheries Ilya Shestakov, the investment quota mechanism has allowed to attract 270 billion rubles to the country as a whole, of which just over 200 billion rubles went to the Far East. These funds are not only investments in the construction of factories and vessels, but also the development of related industries, a contribution to the socioeconomic development of the region. According to Deputy Chairman of the State Duma Irina Yarovaya, the fishing industry has become a locomotive that "pulls other modern types of production along with it".
The President of the Fishery Shipowners Association (FSA) Alexey Osintsev drew attention to the fact that with a relatively small share of people employed in the industry (up to 2% of workers employed in the economy of the coastal regions of the Far East), the economic return is several times higher than this figure. In terms of revenue share in the regional economy - 2.5 times, in terms of taxes - 5 times.
Alexey Osintsev emphasized that fishermen's investments in new facilities create new jobs that need to be staffed. Targeted education, the mechanism of which became available to fishermen at the expense of the budget this year, should become an effective tool for their preparation in the higher education system. According to the head of the FSA, it should be extended to secondary vocational education, since the industry has a high demand for specialists with such training. The author of the law on targeted education, Irina Yarovaya, separately emphasized the importance of this topic. She also proposed to initiate the expansion of the national project "Personnel" following the session, supplementing it with financial support for coastal regions of the Far Eastern Federal District to create professional colleges for the fishing industry.
To retain personnel in the territory, Aleksey Osintsev proposed to increase the age at which the Far Eastern mortgage mechanism is available - from 35 to 44 years, the average age of those employed in the fishing industry. He noted that such an initiative is being discussed in the government of Primorsky Krai.
The head of the FSA drew attention to the need to increase the availability of funds to continue investments, which were hampered by the high Central Bank rate. Irina Zhachkina, First Deputy Chairman of Rosselkhozbank, expressed solidarity with this position. She called subsidized loans one of the main tools for developing the industry, the investment potential of which, according to her, is estimated at 600 billion rubles. She also agreed with the importance of the Far Eastern mortgage.
Most of the session participants spoke about the importance of continuing investments and implementing all projects within the investment quotas. An important condition for this should be the fulfillment of the obligations assumed by the fishermen's partners - shipbuilders.
